The Civil Bible

Proposed by Horace Kallen in 1956, documents which comprise the Civil Bible are available by clicking on a title below. The reference was found in a speech delivered by Lucius E. Burch, Jr. (1912-1996) titled "Help Return The Law To A Learned Profession." I have been unable to locate the original source of Kallen's suggestion that the great works of American civil progress become the Civil Bible.
